The Iraqi government owns all the oil. Could that system work here in America?

There will never be another election in Iraq because Bush gave all the oil to the government ,, so its a winner takes all system .. here in the united states anyone who finds oil on there property gets it , not in Iraq ,, The government gets it,, a dictatorship is the only thing that can possibly come from this system , The Administration says that it is willing to give the oil to the kurds. by thay they mean the kurdish Government not to individual Iraqis .. they could create private companies with shares to give to the Iraqi people but that Idea never seems to get out ...
