How do you deal with the licensing board if one of the members is on a power trip?

The background is that it is the Real Estate Appraisal Board in our state, and one of the ppl on the board has filed actions against 6 appraisers who she is in direct competition with. I am the apprentice in one of the offices of her competition, and recently sent in my demonstration appraisals for review by the board to get my liscense. This woman, who is currently turning in her competition, was the one to review my reports, and sent back a review that was incomprehensible. Since she gave me a bad review, the board would not approve my application. What I am wondering is how to get past this woman, and get my liscense. Does not seem acceptable or ethical for this woman to be able to play judge, jury, and executioner in this situation.
